It carries out a range of activities to meet the needs of displaced and other vulnerable people, promote respect for international humanitarian law, and respond to emergencies, often in cooperation with its local partner, the Philippine Red Cross.

The ICRC Delegation in the Philippines is looking for:

WATER & HABITAT ENGINEER (To be based in Cotabato)

The position of a WatHab Engineer calls for a person qualified and experienced in the field of engineering to implement water, sanitation and general construction projects in detention places and rural water supply projects in the Philippines. He/she will work under the direct supervision of the Water and Habitat Delegate and Coordinator.

Main tasks:

  • Carrying out needs assessments in rural, urban and detention contexts to identify humanitarian gaps and propose technical solutions.
  • Developing proposals (plans, BOQs, budgets, schedules, contracts, etc.) for interventions to respond to humanitarian needs.
  • Organising and monitoring all aspects of project implementation.
  • Directing, negotiating with and following up contractors
  • Mobilising and involving the beneficiaries in projects.
  • Evaluating the impact of projects on the beneficiaries.
  • Providing written and oral reports on all activities.
  • Maintaining contacts with interlocutors and/or authorities at the local level.
  • Representing ICRC in the field by maintaining a professional outlook and exemplifying the values ICRC espouses.

Minimum required profile:

  • A licensed civil engineer with a strong background / experience in following up project implementation on building sites. Additional experience on rural water projects would be an asset.
  • Proven experience in managing the different aspects of the project cycle such as assessment, design, BOQs, budget estimates, tendering, financial follow-up, logistics, scheduling, implementation, monitoring and evaluation.
  • At least ten years of practical experience in construction and engineering.
  • Able to produce precise technical sketches of existing conditions and of proposed projects.
  • Proven experience in dealing and negotiating with contractors and suppliers.
  • Fluent in spoken and written English, Tagalog and Visaya. Good knowledge of Maguindanaoan and/or Maranaoan would be an asset.
  • Good computer skills, including Microsoft Office. Knowledge of AutoCad and/or Epanet software would be an asset.
  • Available to travel on request to all parts of the Philippines for varying periods of time and adaptable to challenging working environments.
  • Past experience with humanitarian organizations would be an asset
  • A motivated and independent self-starter with an analytical mindset, pragmatic problem-solving approach and a strong desire to assist vulnerable populations.
  • Full valid driving license.
  • Good team spirit and ability to work in an international and multi-disciplinary team.
